Because a strong earthquake struck off the southern tip of Taiwan and the earthquake has damaged six submarine fiber-optic communications cables, restricting internet access to millions of users in Asia and Australia. After several days of trying to connect the SteamCN forum(China server), finally I can normal visit.
The forum is not the official Steam forum, but will have a very high level, so if you're chinese I suggest to you visit this forum.
